Empty Eyes

The Empty Eyes is the largest gang in Fountainhead. They control the most eastern and up-shelf territory in the Waterdeep. They achieved this status by providing a safe haven for magicians that find there way to the city. By a process known only to Lilliana, she is able to greatly reduce the deaths among magicians in the city. The only physical change is a large branding on their chest just below their neck.

The gang absolutely guards their territory in Waterdeep stopping anyone from entering without being summoned, but they are far less controlling over their interests in the market. Instead they control certain key sellers - claiming the best of the best for themselves. They then shake down the smaller gangs for a piece of their action. Lilliana reigns as a benevolent dictator over the market.
