Golden Council

This small council is located in the town of Ludar in the Free Cities. Ludar borders Xian; although they have never fallen to their enemies. Three times there have been border clashes that have threatened to overrun the city walls. Each time the council takes control of the defenses and turn the invaders back. Originally comprised of eleven members the council as grown to almost twenty. Each member is accounted a powerful magician in his or her own lands. When they are joined together even the Xianese magician-priests fall in defeat.
