Palmaris

Palmaris is the the largest independent baronies in Eleleno. It sits astride the Ithara River, which is barely fordable under even the best conditions.

History

The keep of was originally built during the Second Pah Wars as King Eleleno sought the lands in the Yemi river valley. To accomplish this end the king had the stout keep built on the northern shore of the Ithara River, which would allow his troops to rest and recover before again attacking the Bearfoot. The lead his army into battle the King named Nikoli Palmaris, a trusted friend for many years, to lead his army on the field of battle. This was a very difficult campaign, but in the end Nikoli defeated the Pah and forced them to abandon the valley. As a reward Nikoli became the first Earl of Palmaris.

Government

Earl Nikoli owes fealty to King Eleleno. The earl is the liege lord over 22 manors held directly or through Ochio. The earldom also includes the vassal baronies of Calydon, Selinunt, and Thurii.

The earl's nephew, Sir Luka Romano, is currently serving as the Constable of Palmaris. He is childhood friends with Sir Dionigi Palmaris, the earl's eldest son. It was Sir Luka who taught Dionigi the blade while the Earl was away fighting the Pah and it was Sir Luka who sponsored him into the Order of the Blue Ox against his father's wishes. Sir Luka nearly lost his position from the latter, if not for the fact that he carries the respect of the people of Palmaris for his fair enforcement of the law.

Earl Nikoli has created a council of six aldermen that assist Sir Luka in governing Palmaris. Each alderman is selected by the earl from a list of candidates drawn up by the Council of Guildmasters and approved by the church. Each alderman is assigned to a district of the city and are responsible to see that its needs are met and its full taxes collected.

It is the aldermen who draw up the laws of Palmaris with the approval of the constable. Most in the city would agress that the law is both strict and occasionally mercurial. Most of the laws governing businesss and property are clear, while those protecting the peasantry are typically vague enough to require an understanding by the local sages.

Laws within the town are written by the aldermen and require approval by five before it can be passed to the constable. The constable must approve of the law before it becomes the law of the land.

Law Enforcement is held by the Constable (Sir Luka Romano), the Sheriff (Sir Olmeni Ricardo), and Centurion of the South (Piero Albanius). Each of the men have a strong respect for the others and thus Palmaris has prospered. In the event of emergency, Centurion Piero assumes overall military command. If he is not here then command is passed to the Constable and finally to the Sheriff.

The City Watch

A company of light foot raised from former legionarii and mercenaries and answerable to the Constable. They are divided into three watches under the direction sergeant. Each watch is responsible for one of the three outer city gates: Waterford, Pinor, and Young. Duties include collecting gate taxes, open and close the gates, and watch traffic. The law requires that at least three men of the watch be on duty at all times. The Watch are free to handle all minor offenses, but all others must be turned over to the Constable. While the watch do not patrol the city streets, but will come to the aid of the guard if necessary.

The Sheriff's Men

A squadron of four medium and six light horse are under the direction of the Sheriff are responsible for the countryside around Palmaris. Commanded by Sir Olmeni Ricardo these men are quartered inside the city and patrol the countryside for 12 miles around Palmaris. They are not responsible for patrolling the city streets, but will come to the assistance of the Watch if called.

Castle Guard

Two companies (16 Light Foot, 4 Light Horse) are responsible for patrolling the city streets and walk the outer walls. They are directly commanded by the constable and responsible for law and order within the city walls. The Prius Sergent (Top Sergent) of the guard has the authority to deal with that does not involve a landowner. Everyone has the right to appeal the Prius' decision directly to either the Constable (landowners) or Sheriff (all others); however it is rare for either to overturn the decision.

Religion

Given that Palmaris was a border fort during the Second Pah Wars, the Irrishite template built in Palmaris is designed to ward off attackers more than welcome worshipers. The curate continues to request land upon which to construct a new temple, but so far the earl continues to deny his request. It is no mystery that the earl distrusts the church, but for the past ten years their disagreements have reached the point that it has reached the King's attention.

Both the earl and curate were summoned to Elleni for a very private dressing down. Facing their liege, both men relented and formed an uneasy alliance. For his part the earl agreed allow the Order of the Blue Ox to open a chapter house in Palmaris. In addition he provided enough land for the construction of both a Zenobian temple and shrine to Umberto. The curate agreed to sell off many of the church's smaller holdings within the town to the earl and to see to it that the earl's son, Sir Dionigi, is transferred to the Ox's chapter house in Palmaris,

Everything changed about 6 months ago when a number of spirit warriors have begun to appear and take up position on the outer wall. These spirits appear to be guarding the city and while they have not harmed anyone it has driven the populace, including the earl, to seek the answers from the church.

Economy

Palmaris has the second-largest market in the kingdom. Goods from all over the kingdom as well as beyond its borders are hawked in its marketplace. Furthermore the earl has control over the two largest bridges over the Ithara River, one at Palmaris and the other at Calydon, which allows him to maintain control over most of the trade in the southern parts of Eleleno.

The economy of Palmaris owes much of its strength to the caravans that pass through its gates. These caravans often need guards, scouts, guides, and repair - this keeps the people of Palmaris very busy while enriching the local coffers.

Given its position as a central hub for all trade in the south most of the Guilds have at least a minor presence in the city. The three largest Guilds, each run by a Guildmaster, are the Innkeepers' Guild, the Clothiers' Guild, and the Brewers' Guild. The three Guildmasters, together with the Timberwrights' guild for a small council that control's the market. The council keeps half of the hawking fee in exchange for providing guards to patrol the market. These guards report directly to the Guild Council, but would report to the Constable during an emergency.

Miners Lake

Once a major source of copper mining in the kingdom this area was dotted with small mining towns that worked the land. When the wet earth led to two collapsed mines, most of the mines were shut down and the towns dried up. Now, only Miners Lake still remains.
