Most historical city of Theodova

While Palgorus has never been the largest city nor served as the seat of power, but it has survived the ages as a center of commerce. The city was founded in 1352 AE on the west bank of the Salato River near the shallow delta as it enters the Serpente Sea. The rich salt marsh is an excellent source of crabs and other shellfish, while also providing natural protection against sea-borne raids.

The city sits on the western bank of the Salato River, just south of the delta where the river empties into the Serpente Sea. The land is mostly flat, which is well-suited for agriculture and herding.

The delta is only a small bit higher than the level of the ocean which causes heavy waves to push back into the delta and up the river. During particularly strong storms the water on the river near the city can seemingly stop.

The Salto River is a shallow, wide, slow-moving and very silty river. River traffic moves up and down the river via sail or oar. The only danger being crocodiles that live and hunt along the river and the many sandbars. The only craft able to navigate this river are very shallow bottomed-craft - keeled ships would hang up on hidden sandbars.

The city is governed by twenty councilmen and a Lord Governor. Each councilman is selected by the prominent men of their district. The Lord Governor is voted on by the council. In truth each of the councilmen are selected by one of two families that control the town. While intermarrying between the families has occurred in the past, each family has remained a separate identity. For most of the past one-hundred (100) years the families have worked in cycles of either controlling the council or the Lord Governor. It is a process that allows both of them to prosper.

The city walls and swampy terrain provide a suitable defense for any attacker to land enough troops to take the city. Still, the city maintains a standing military to protect itself from raiders and bandits. In addition to the watchmen, they have 15 Skilled Archers, 20 Medium Foot (chain and axe), and 10 Light Calvary. This is enough to warn off most raiders and they provide for experienced troops to thicken the militia ranks in the even of an attack.
