The Capitol City of the Kingdom of Dakar, Celinus is truly the crown jewel of the nation. The city is located upon the verdant valley between the banks of the Zun and Lech rivers. The city is noted for is noted for its fine dwarven architecture. The city is built with rising columns, strong edifices, and stone work unseen outside of the dwarven holds. The great dome of the palace is fashioned from gold-veined moonstone, whose quarry is considered one of the highest secrets of Stoneheart Hold. The other buildings in the noble's district are no less grand, with each noble attempting to outdo the others like peacocks in a field. While dwarven stone crafters are hired for much of the work; they have refused any offer to grace another building with moonstone.

Celinus is the center of power for the Kingdom of Dakar, but the day-to-day affairs of the city is the responsibility of the Duke of Gotzis. The current duke is Lord Vogel II, who was given the title by King Reiner IV just before he abdicated the throne to his eldest daughter Aurora

Councils

Each of the districts, except the Temple and Palace, selects a city council to oversee its daily affairs. Each city council selects a councilman that serves on the mayor's council at Engel Hall. The city council has the power to select a constable and magistrate, as well as hold commoner's court.

Engel Hall

This was the initial stronghold built by the dakarians when they sought to settled this river valley and was called Celin Keep. Its construction was overseen by dwarven craftsman, but it was built by Dakarian hands. Until the Dakarians drove the last of the Ajaccico from the valley, the keep was attacked several times and partially burned down. When the palace was finished, the keep was abandoned and fell into ruin. As the city continued to expand Reiner II ordered his cousin Lord Gotzis to take over the daily affairs and gave him Celin Keep for that use. Lord Gotzis rebuilt the keep and named it after his eldest son, Engel, whom he made the first Lord Mayor.
