In most cultures this is the lowest rung on the social ladder just barely above slave. Servile is used as a general term but they could also be called Peasants, Commoners, Serfs, or Villeins. These people are tied to the land and in most cultures are bought and sold with the land. Serviles have traditionally have no feudal obligations and cannot carry weapons; although that is handled based upon the culture.
